FALLBURG, N.Y. -- In the Fallsburg Central School District, the district and teachers association are still in negotiations for teachers' contracts and also didn't file in time for funding increases.

The details of the talks are not being released, but there are still concerns over the plan for teacher evaluations. The evaluation system includes measuring the effectiveness of teachers through student performance on standardized tests.

In the past, school districts have come up with their own systems, but this year, the state required all schools to use a more uniform system.

Some parents are disappointed their kids will be missing out on additional state funding for their school.

"The school’s all about, it's suppose to be about the children, not about the teachers, not about the administrators, it's about the kids and they are definitely lacking when it comes to our children," Ruth Hazelnis said.

The APPR system also states teachers must be observed at least two times per year with one announced and one unannounced observation.
